FAS plans to reduce wholesale gas prices.
In March 2017 the Service is planing to start the implementation of the pilot project to liberalize Gazprom wholesale prices for industrial consumers in Tyumen region, Khanty-Mansiysk and Yamal-Nenets Autonomous District.
The Federal Antimonopoly Service (FAS) does not abandon its plans to reduce wholesale gas prices. In March, the Service is planing to implement a pilot project to liberalize Gazprom wholesale gas prices for industrial consumers in Tyumen region, Khanty-Mansiysk and Yamal-Nenets Autonomous Districts.
Previously Anatoly Golomolzin, Deputy Head of the Service, reported that FAS of Russia could extend the experiment to liberalize gas prices in a number of other regions.
In 2017, it is planned to implement a pilot project to change the state regulation of gas prices on the territory of the Khanty-Mansiysk Autonomous District - Ugra and Tyumen region. The bulk of gas is produced in these Russian Federation regions. Gazprom produces the larger amount, but Novatek and Rosneft gradually increase their share, as they can give discounts to a regulated price, which Gazprom is unable to do. According to Golomolzin, for the implementation of the pilot project, the market quotes, over-the-counter price indices and indices of foreign comparable markets will be used as market price indicators. FAS expects that the deregulation of domestic gas prices will be performed in Russia as early as 2018.
