Russian companies stopped delivering diesel fuel to Ukraine.

Interfax reported on Friday that pipeline supplies of Russian diesel fuel to Ukraine are suspended as the Federal Service for Technical and Export Control (FSTEC) does not issue the necessary documents.

Since September 2015, suppliers must obtain FSTEC permission to export diesel fuel to Ukraine. Then Interfax-Ukraine reported that the goal of the restrictions declared by the state bodies of Russia was to prevent the use of Russian fuel by the armed forces of Ukraine.

Deliveries were suspended on February 8, 2017 due to the renewal of contracts for the export of petroleum products, a representative of the Ministry of Energy said with reference to the Transneft information. The representative of Transneft noted that Transneft transported petroleum products according to the request of resource owners after the export documents issue. "In February there were applications from oil companies for export of diesel fuel to Ukraine. In the current month, there have been no issued export batches", he said.

Russia and Ukraine have no intergovernmental agreement on the petroleum products supply to Hungary and Ukraine, the representative of the Ministry of Energy said. Rosneft delivers petroleum products to Ukraine in line with the agreements with the partner, says a representative of the Russian company: "The contract provides the possibility to change the volume of deliveries depending on the counterparty request and the Rosneft profit from their selling. In Ukraine Rosneft has the Lisichansk Refinery and a network of gas stations. Lukoil also supplies fuel to Ukraine, but the company sold all its assets (the Odessa Refinery, Karpatneftekhim, the air-refueling business and a network of gas stations) in this country.

Russian companies have already suspended deliveries to Ukraine - in September 2016. Pumping resumed only in December. In 2016, 1.1 million tons of Russian diesel fuel was sold to Ukraine, the consumption in the country is about 5 million tons. Russia has the excess of diesel fuel. In 2016 Russian refineries produced 76.3 million tons of diesel fuel with a consumption of just over 30 million tons.

Diesel fuel is transported to Ukraine via petroleum products pipelines Samara - Zapadnoe and Grozny - Armavir - Trudovaya. Their capacity is 1.7 million tons of petroleum products per year.
